That list is weird. A lot of countries I have been through on that list do not require it.
The two hardest I know are of Iran and Egypt. I've heard of people getting through Iran without one but not egypt. The rest of the Africa countries require it but you can get through if you are lucky.
All depends on who the lucky officer is. . . .

Why do you want to go without a Carnet???? They really do make life a lot easier, even in countries that dont need a carnet.
Did you know that a carnet does not need to cost an arm and a leg? For one thing you set the value of your bike, and you dont need a written valuation. And 2nd, instead of paying up a big bond you can use the insurance premium system. My husband and i are riding Honda Shadows and listed Iran as one of the countries on the carnet. Iran has the hightest percentage that any country sets as a bond for working out the carnet price. Our carnets still cost less than one thousand Aussie dollars each and when you see what bribes can cost, that is good value. Also on return we will get a few hundred dollars back on each carnet. (Forgotton the exact amount) Contact us direct if you want more info.
