The Minsk club in Hanoi are great..especially their bar ( I cannot remember the street name but it is listed in the guide books)...you cannot register as a bike owner in VN..buy a Minsk and ride it on whoever's name is listed, it really isn't a major problem...should cost about 300-400 US in Hanoi..the problem is resale in Saigon as no-one wants one there as all the biker and adventurous peeps are in the north..try hard in the backpacker area in Saigon to resell, put up flyers speak to people etc and it shouldn't be so hard....you have to convince people of the worthiness of the bike and the worthiness of doing the route...do go through the Central Highlands though as it makes a wonderful and cooler and cleaner break from highway 1. sorry but to answer the main question it is illegal for foreigners to own any vehicle in Vietnam but it is easy to buy one and isn't really considered illegal at all....you might be stopeed once or twice maximum if you're unlucky.
