You should have an authorized dealer around if you are in any BIG city (net search). May be some trivial problem, may be a dying battery. Sometimes voltages can be way off the 220AC promised, perhaps the camcorder is fussy on this score.
There are also many small electronics repair stores (ask your hotel chaps). Authorized centers prefer to replace entire sub assemblies/assemblies, and push you a bill 2/3 the cost of the unit, even if the defective component costs 2 cents, so be careful (Recently I was given a Rs 6000 quote for my V3i Motorola, repaired subsequently by a hole in the wall shop for Rs 210)
