your best bet is to look at gt-rider.com as this web site is run by a guy up in chang mai, who keeps up to date on all that kind of information.
however - buying a bike in Thailand is really hard, you need proof of a Thai address in form of a govt. letter with your name on it. Which you wont have if you do not live there. You could put it in someone else's name but then if you want to leave the country with that bike you require a letter to give you permission to leave the country with someone else bike (and then the boarder guys might not believe you) Once you have made it out of the country you have exactly one month before you have to return your bike back to Thailand before you have to pay duty.
now I may be wrong it might have changed since I looked it up.
