We have been on the road for 2 years and iBlog works nicely for us. The templates allow us to integrate it to the rest of our web site and re-use the scripts and stylesheets.
We prepare the pages on the iBook and burn a CD with the entire web site, along with a copy of FileZilla for PC ( http://filezilla.sourceforge.net/). Then we go to the internet cafe, install FileZilla (only a few cafes don't let you install anything) and we upload the pages that have been modified.
The only complaint I have is that we are stuck with a relatively early version because the storage model has been changed since we left (and an upgrade would force us to update the entire web site, which we don't want to do while on the road).
Otherwise, it's a great program to have for those who have a Mac.
