I've been up and down Italy a few times.
The motorways are fast, clear and well maintained. Because you have to pay !! And they're not cheap.. Handy to make progress through cities if need be. I've used them because I had a free telepass from a friend.
The secondary roads are good too but generally slow going. Because many people avoid the costly motorways. But that all depends where you are. The roads are far quieter in the south or away from the cities.
Italy is STUNNINGLY beautiful and there is nothing good to be found on a motorway anyway.
So take your time and forget the motorways.
If you want to visit the popular areas, it makes much more sense to base yourself outside of the centre and use public transport to go into the city.
