According to news reports, Spain's Interior Minister has stated Spain has agreed a reopening of the borders between Ceuta/Bab Sebta and Melilla/Beni Enzar.
EU citizens and those with Schengen visas (or otherwise authorised to circulate in the Schengen area) will be able to enter Spanish territory from Tuesday 17 May. Legally recognised cross-border workers and those with a specific Ceuta/Melilla visa will be able to enter from Tuesday 31 May.
