Hi,
After a LOT of hassle we managed to get into Mali without visas about 5 yrs ago. The Police (Gendarmes) stamped our passport in Nara (we crossed Nema to Nara) and then we got the visas in Bamako.
It was lots of hassle, and I think we only got through when we did because I was travelling with a large group (two ex-army trucks - almost 40 people) and it was enough to kick up a fuss if people had heard in Bamako we were being 'held' in Nara.
I would not recommend it at all - better to get a visa before getting there.

Get it before in Nouakchott. You will enter Mali and....not even notice until your GPS tells you!
I got my passport stamped in Bamako as nowhere else to do it!!

It was a 'same-day' service in December last year. Take your passport into the embassy in the morning (together with photos+money) and you can get it back, complete with visa, in the afternoon.
Be careful on Fridays though. I got there at 9am and collected the passport at lunchtime, before they closed early for the weekend.

that's right, it's the same day service, if you come around 8-9 am you can take back your passport at 1 - 2 pm; you have to pay 20 euros;
