Extension to temporary import in Kyrgyzstan?

My bike and I entered Kyrgyzstan in late June 2016. I returned home by air but the bike is still in Kyrgyzstan. I got a 6 month temporary import so that will be finished late December 2016. I was told on entry by the customs official that I can extend the importation duration when the time comes and so I'm trying to find out how to do this as the permission has just a month left. I rode my Ireland registered motorcycle to Kyrgyzstan in June 2016 crossing the border from Tajikistan into Kyrgyzstan on June 26th. A friend had agreed to take care of my motorcycle over the winter months and I plan to return to Kyrgyzstan on June 4th 2017. I will leave Kyrgyzstan about June 12th 2017. When speaking with the Customs Official at the border crossing I requested a 12 month temporary import permission. However, the Customs Official informed me that 6 months was the maximum, but that I could extend this permission with no further cost when the initial 6 months is coming towards an end. I do not wish to make any difficulty for the Customs Officials or for myself when I leave Kyrgyzstan on June 12th and so I would be very appreciative to you if you can advise me of how I should set about making this extension. I have attached for your examination a scanned copy of the passport document for the motorcycle as well as a copy of both sides of the temporary importation document and one other smaller document that was stapled to the importation document.

Regarding your request, I would like to inform you that I have contacted the Department for International Cooperation of the Customs Service of the Kyrgyz Republic, where I was informed that on your arrival you can personally make an application and submit the documents (including the copies of documents you already have) to the Customs Office in the same way, as you did last year, in order to extend the temporary importation permission for your motorcycle. As I was assured, there are no requirements other than those of the last year. So you can extend your permission without any obstacles.
To me that seems like they're saying to just retrospectively extend it when I return? However it will be 6 months out of date by then and surely penaltys will apply. I don't think having that email from the embassy will count for anything if I'm being asked to pay fines.
So does anybody know how the extension should be done or who to contact? Any help will be appreciated.
