The best thing is to send them ahead so you're guaranteed to get some.
We finished our trip to Vladi (3aj XT Tenere) in 2006 and could not get any new tyres that worked out. Not 21" and 18" new. Urals use the same diameter (18" I think) on both front and rear but a really skinny. We tried in Almaty, Ulaan Bataar, and every major city. We got some used tyres from other bikers (Polish mostly for some reason) and managed on that. I bought one used tyre for a rediculous price in Novosibirsk. They mostly get their tyres from Moskow but don't really stock any. All the locals get theirs well in advance.
It shouldn't be hard to send them ahead to some guest house in Ulaan Bataar. Or a travel agency. You can get guest house details on the Lonely Planet thorn tree. We ended up having to finish one of our original tyres off. 28k on a trailwing 301. We're going to frame that one. But I would have preferred to have some new rubber of my choice. I had to go through the road construction along the former Zilov Gap on a road profile Pirelli in the muddy rain. Not fun.....
