Ceuta is still Spain and there are tons of hotels/hostels in the town. Alternatively go through the border into Morocco a few miles south at Fnediq and stay in the Ibis Hotel which costs about £25 per night.
I prefer landing at Tanger and getting through the boring northern part of Morocco by motorway. Tanger also has an Ibis Hotel, take the dual carriageway out of town, signposted Rabat and it's about 8 miles down the road. If you can make a bit further from Tanger, jump on the motorway for a few miles and try Asilah. Real calm town with beautiful whitewashed and arty medina.
All hotels will offer secure parking or a parking guardian. I normally give them 5 or 10 dirham for looking after the bike for the night.
Town water is drinkable all over Morocco.
