Well I believe the only way is if the plates stay with the bike and the new owner re-register in Belgium. I don't think any country will issue plates to a bike that's not in the country and before it has been to some kind of value /condition check and not at least the import tax paid.
But since it illegal to import used vehicles to almost all South American countries (except Paraguay I believe), then its impossible to get new plates here.
