Will spare you the details but basically due to visa issues I cannot enter Chile until March 2014. I want to tour Argentina with a 125cc in January and February.
I would rather buy new Santiago and keep the bike as I understand I am unable to take bikes out of Argentina as a foreigner, however, I do not have this option available to me.
My question is; being a foreigner (British), is it a fairly easy task to buy a second-hand 125 and then sell it again? Are second hand 125's easy to come by, etc?
You are correct that as a foreigner in Argentina having entered as a tourist you cannot exit Argentina with an Argentine motorcycle you have purchased in Argentina . You can buy a motorcycle in Argentina, tour Argentina and then sell it in Argentina legally, or park it indefinitely in Argentina... Perhaps you can even sell for a profit.... Don't forget to buy insurance ....
For years I have been talking with Buenos Aires aduana and politicians about having new legislation, but the problem is that the "no exit" regulation is multi national agreement effecting more countries than Argentina. It cannot be changed without agreement from all countries involved.... Some countries/borders are more dutiful about enforcing this regulation. The reason - as far as I have been able to determine, is your guess is as good as mine, but has to do with collection of sales taxes and import/export duties and regulations.

I have an internship in Chile which starts in March 2014. I have to opposing versions. The chap who gave me the internship reckons that if I get the Temporary VISA, it will cause problems if I enter Chile before - a, because I have to sign something within 30 days of entering, and those details I won't have until two weeks before my actual placement starts; and b, that the embassy will not issue the VISA because it is dependant on the internship, or something...
Well it's all very confusing to me as one might expect with a VISA application. I asked the guy in the Chilean embassy here in the UK if I could get the VISA now and just turn up in December, and he just said 'the visa is valid for a year upon issue', so I'm not sure where I stand really! Obviously, if I could get into Chile and buy the bike, head south to the Terra de Fuego, and then back up to start my internship in March, that'd be great because I'd buy a new 125 in Chile, use it to commute, and then hopefully take it up to Bolivar and Peru when I finish in July.
My son, let me explain how it really works. I have traveled to, lived in and am in love with both Chile and Argentina. I have studied the history of Chile and Argentina - read perhaps 200 books describing the history of South America which included descriptions of the histories of both Chile and Argentina. I have many friends from each country...

Since then Chile and Argentina have had a very special on again off again relationship and current events dictate everything from diplomacy at the highest levels to how you will be treated at the border, no matter if you are riding an Argentine registered motorcycle or one you bought in Chile. Timing is everything in South America - as you are discovering with your visa issue. So, I cannot answer your question when comparing Chile to Argentina, just depends.

My advice, my son, is to buy in Chile - if that is where you are flying to, tour Chile, sell in Chile - for a profit - it is amazing how a few extras you bring in from the States (GPS with mounts etc) can increase the value of a small motorcycle....then take the the money to Argentina , buy in Argentina tour and then sell in Argentina and return home with more cash than you left with......
My son, do your own research. Do not rely only on what you read here - be your own man. You can do it. The plan I have offered of buying in Chile, touring and then selling in Chile, buying in Argentina, touring and then selling in Argentina is perfectly legal as a foreign tourist in each country.
