In April of 2013 I flew out of Mendoza, through Santiago to the US, then back into Mendoza (via Santiago again) while I had a TVIP open in Argentina. There were no questions or issues. (In fact, the import document made it easy to bring in some spare parts that otherwise may have been confiscated and/or heavily taxed.) I then flew out of Buenos Aires in October 2013 with the TVIP still open. For this departure I had to pay the fee for overstaying my tourist visa. There were still no questions or issues regarding the temporary motorcycle import.
In either case, I am not sure who I would have talked to in order to verify the legality of it all. But the fact that the customs agent reviewed my import document, and approved the parts I was carrying, upon my return to Argentina suggests that at least some customs agents are fine with the approach. I am sure there are some circumstances where this would not be the case, but in general it seems to work. And I apologize for going against what you are asking for since there were no issues in my 2 examples. Maybe this info will help others in the future, though.
