People have reported - recently - that unless the entire legal process is 100% complete, peru will not let you in unless the previous owner is with you. The reports said that there were framed signs up at two southern borders saying those on any sort of a Poder would not be able to enter.
Initial reports were people were being redirected (by Peru customs) to cross into Bolivia and then go from Bolivia to Peru at Copocabana, but that route was closed too within a couple of weeks.
The reports were on the panamerican FB page a few weeks ago.
Some opportunist on DriveAmericsa forum was offering a service to assist foreigners in buying a Chilean vehicle and charging 350 USD a couple of weeks ago and guaranteeing people could ride away into the sunset within a couple of days. I challenged them on the Padron issue at the border and they admitted the new owner would have to pick up a Chilean hitchhiker and cross the border with them.
