In Namibia I don`t know but you can buy/register as a tourist/non resident in South Afrika. So why not start in SA?
But you should check up in front if there are hinds for people outside the EU. There are special agreements between SA und the EU. EU residents e.g. don`t need a visa to enter and to stay for 90days.
Afaik a registration works like this:
- you need to apply for a Traffic Register Number (ANR) with which
- you are able to registrate yourself at National Transport Information System (eNaTIS)
- To get an ANR you have to go to a Registering Authority or Licensing Centre to complete the application for a Traffic Register Number
- you need a certified copy of your passport, two black and white ID photographs and a proof of address and of course you have to pay the fee
- A dealer will help you by this as he acts as a proof of address for final registration
