If you want the ultimate accuracy you need to know two things about the reference;
The projection is how the spherical globe has been distorted into a flat page - different methods are used for different purposes depending on what is wanted.
The datum is the correction used from a given reference point.
From your given data a guess can be made as to the projection, the datum is impossible to guess at .. and can lead to errors of ~100 meters... possibly more. If you want more accuracy than this you will need to ask the source of the information for the datum used at least.
