The term you are looking for is frontier insurance. Basically mandatory third-party traffic insurance.
In Europe, there's a scheme where if you buy it in one country, you get coverage in all of the EU/EEA and a bunch of nearby countries that voluntarily joined the scheme. The Green Card is the part of the paperwork that is specifically for not-the-country-where-you-bought-insurance. Used to be printed on green paper, these days it's a PDF most of the time.
Wouldn't hurt to get it sorted ahead of time, but I'm 99.9% sure there are places at the exit of Rotterdam harbour that will sell it to you.
