Scooter rentals, but no motorcycles AFAIK.
Couple of us cleared our own bikes off the Stahlratte during a period when Ludvig wasn’t captaining. It was slow and frustrating, but we got it done eventually. If you can get the bike to one of the international ports, you can probably do the TIP (and placard, and license) yourself if you really want to.
Otherwise, there is at least one local who clears bikes into Havana. I met him, and he’s well-known for this (and for leading tours of Europeans), but I’ve forgotten his name and I’m away from home right now. Do some searching—here, ADVrider, Lonely Planet Cuba forum. So again, if you can get a bike into a port, you can enter and ride. That includes private boats, private planes, major airlines, surface shipping....people have done it, and so can you (if determined).
Stahlratte is the obvious choice if you’re not in a group.
