Non Resident Carnet question

Hi all. This is my first post, but have been browsing for many months. Starting a RTW trip with partner next year. We have many questions but for now here's a curly one. Our plan is to purchase a new BMW either in Germany or England and kit it out. How do we get a carnet in either country to travel internationally without having to fly back to Australia with all our details to organise one? We are expecting to be on a two year adventure so we have no set plans or time frames, neither do we want any. We have a friend in Manchester that we could use as a mailing address, but as non residents it seems we can't get a carnet? True or false?
