Why would it be illegal? It's not illegal to e.g. photocopy it.
The legal aspect is that you *have coverage*. The green card paper itself is just so that you can always have the details at hand, for police/border guards/the other party if you get into an accident.
In many parts of Europe you're perfectly fine to drive without the physical green card if you can e.g. show a PDF of it from your insurance agency on your phone. In fact, the last time I got a speeding ticket (in the EEA, not even in the EU), they did not even ask me to show any proof of insurance.
