Funnily enough I got my UK Registered bike from the port in Halifax today and no agent was needed, I went to the customs office on Hollis street where they were firendly and efficient, it took about 5 minutes. First go to the shipping office and pay the handling charge, about C$165, take the paperwork with the registration document to customs and get it stamped the go back to the port and pick up the bike.
This was for an uncrated motorcycle coming in on a ro-ro ferry so yours might be more complicated but an agent should not be needed.
