Crossing into Montenegro with rental from Italy
I will be renting a vehicle and traveling in Europe this summer starting in Rome and traveling through Switzerland, Austria, Slovenia, Croatia, and then crossing through Bosnia and Herzegovina so I can get to Dubrovnik, and then crossing into Montenegro. (I plan to return the car to Italy) The car rental paperwork I received so far states I can only bring the car into certain countries and Bosnia and Herzegovina and Montenegro are not listed. It states violating this all insurances lose their validity.
I will be getting a green border-crossing card that allows traveling through these countries. However, I have read online that temporary insurance for Bosnia and Herzegovina and Montenegro may be purchased at the border for a small fee.
My question is, if I purchase this insurance at the border, will I be ok?
I'm worried I will be in violation of the contract, even though I am purchasing insurance at the border. Thank you for your responses!

When to cross over from the Border from Croatia you have to purchase insurance. As the border control hold your passport until you return with the insurance.
As to will, you are violating you rental contact? probably YES.
But it a must to drive/ride Montenegro.
But a Warning the traffic police are VERY active and be careful because the police are standing the edge road with speed cameras.
I found these was just as you crossed the border catching people before they had a chance to work stuff out?
Just after the border, there is a town called Tivat which is split by an inlet.
There are 2 ways to proceed cross over by the ferry or drive around the inlet I recommend you do both.
Just south of Kotor try and find the R1 which leads onto the R22 road just stunning scenic views.

The insurance you are invalidating in the contract is fully comp insurance so if you prang the car it is covered. The stuff you buy at the border is third party insurance which will make you legal to drive in Bosnia or Montenegro but if you prang the car the hire company will be looking to you to make good their loss.

Your first option is to go back to the hire company, and just ask them if they will cover you for these countires, it may just be a question of some extra premium and an updated green card. It could just be that simple. If it's a definite NO, then you can assume that no form of insurance will cover you, as the hire company underwriter has made specific exclusions. The border insurance may cover you for third party injury or damage, but you could be in serious financial difficulty if the underwriter specifies penalties on the hire contract. The border insurance might also exclude you if they discover you have violated a hire agreement.

Bosnia and Montenegro are stated as a high risk countries and most of car rental companies do not allowed to use their cars in those countries. I highly doubt that you even can cross the border with rented car.
