Are you shipping by air? If so, it should not be necessary for you to go to all that trouble. Get together with the shipping agent and read "Packing Instruction 900" in the IATA DGR book. That instruction sets out what needs to be done to safely ship a moto by air, and it states that the fuel tank only needs to have less than 1/4 of a tank of fuel in it. It does not need to be empty, let alone purged.

I have shipped my bike numerous times including into and out of Australia and never heard of or been asked for such a thing, I would check that it is needed.

I am by no means an expert, but it seems Air New Zealand has an "Operator Variation" that requires this certificate.
NZ-02 Machinery incorporating internal combustion engines fuelled by petrol are to be classified as “Engines, internal combustion, flammable liquid powered” (UN 3166) whether they are used or new, unless the shipper can present a certificate that certifies that the fuel tank and fuel system have been purged of fuel.

Maybe find if a different operator flies the route you want?
