Depending on which border crossing you use to leave Kenya the road tax might not be a problem. If you're going north via Lake Turkana there's no-one at the border to check whether you've paid anything or not.
If you're heading to Uganda use the Suam River border. Customs are there but they don't seem to know about the road tax.
I don't have first hand experience of a Tanzanian border to use to avoid paying, but I'm sure Chris will know if it's possible. Maybe the crossing round the back of Killi might be worth a look though.
