Indeed, but a licence is valid for 6 years, so if you can getone before you turn 60, you should be OK.
If you have a licence from another country already, the process is fairly simple, you just need to do the theoretical test, with practice tests on www.chinesedrivingtest.com.
Bear in mind though, in most cities the test for motorcycle licences comprises another test of 50 questions which is only in Chinese. You might get away by having an "agent" help you with translation, I did. I did the full monty as I don't have a bike licence in my home country. This includes theoretical test, then practical test in which you ride a scooter between a few poles, then the theoretical test again. Lastly, you need to be a Chinese resident to be able to get a licence.
