Welcome to the Hubb and sorry to read you're stuck in Egypt. Bit confused how you can be already there without a carnet as you need one to enter Egypt- still-
If you are British and the vehicle is registered in the UK, you need to get in touch with Paul Cowan at the RAC.
It is not going to be an 'instant' affair-
Information here All the forms you'll need are on the same website.
You'll need to either pay an insurance policy, arrange a bank guarantee or put down a big deposit. Paul Gowan, whilst very helpful he is also very busy at this time of the year.
If your circumstances are dire, he may be able to squeeze you in faster but normally needs a month in quiet times.
Good luck
P.S on the top right hand side of the page, you'll see a search option- all the info you need is already on the H.U. site but you do have to do a search. As you sound stressed, I've put the link to the RAC there for you.

Paul G got my carnet couriered out to me in Malaysia in pretty good time so you should be fine. However I would suggest you call Paul personally as he doesn't always have time to answer emails.

So, what did customs say when you arrived at the Egypt border with no carnet,
Am I missing some thing?

The customs at Sallum were happy to let me into the country so that I can organise the carnet here in Cairo. They even said I am not the first Brit to turn up at the border without this and will not be shipping the car back to the UK.
Thank you for your concern.

I am thinking along the lines that he 'had' a carnet, but just not of
sufficient value (800%) for Egypt ?
