You may want to start with any agent that has an office at seaports of
Ashdod and/ or Haifa.
Also note that "cheapest/ slowest" may not--necessarily--be seafreight all the way from Haifa to Vancouver. It's possible that cheapest may be seafreight westbound thru Med/Atlantic to eastcoast Canada, e.g. Halifax NS, followed by overland trucking to Vancouver. It may also be "cheaper/slower" to seafreight from Haifa eastbound thru, e.g., China, onward to westcoast Vancouver.
