xtz660 '92 cooling

A few questions about my 1992 XTZ 660 Tenere. The bike runs great, but uses oil. A common problem I've heard. I changed the piston rings, valves and guides at 40 k, which improved it somewhat.
The bike is overcooled on the road. In the summer on hot days I can just about get it up to normal running temperature when on a run, the cooling fan will cut in however around town and on the trail.
In the winter, spring and autumn it never gets much above cold on the temp guage and the oil temp never reaches much 70 on the road or elsewhere.
Do you think that this low temperature could be a cause of oil consumption i.e. the piston and rings never expanding to the correct diameter and does anyone know if the thermostat can be down or upgraded as in a car for different air temperatures and climates?
