Obligations in each country on the road
Hi all,

I thought of compiling a list, so I don't forget what you should do in each country, mainly when/after entering.
I thought I might as well do it on this forum, so people can show me where I'm wrong and other people might use this list as well.
I'm just filling it out with the countries that we will be visiting.
This is about obligations like registering and stuff. I'm really wondering though, with all this stuff, if really everybody does this and if it is that strict. It is easy to forget when just travelling overland casually.

I intend to get car insurance for every country, although I'm not sure if it is possible at all times.
When I write insurance, I mean car or bike insurance.
The idea is to get a Temporary Import Paper (TIP) everywhere, so I don't write that down.

Russia
  • insurance obligated, buy at the border
  • register your visa (tourist or business) within 7 working days after entering
    This is not completely clear to me yet, but it seems obligated

Kazachstan
  • Insurance obligated, available at big border crossings. Coming from Moscow, it should at least be available in Oral but perhaps also at border?
  • With visa-free entry, no registration needed

Uzbekistan
  • Insurance not obligated, but available at the border. (not sure if it is also on Beyneu / Nukus ?)
  • Try to stay with a hotel/guesthouse once every 3 days, to get a registration slip.

Tadjikistan
  • Cost of entering your vehicle, $10 to $50 depending on type/size
  • insurance is not obligated, maybe also not easily available?

Kyrgystan
  • pay eco tax when entering for your vehicle
  • insurance is obligated, maybe also not easily available? In theory at the border.

Mongolia
  • When staying longer than 30 days (by extending visa), register within 7 working days
  • insurance is obligated, available at the border.

Japan (by DBS Ferry from Vladivostok)
  • Book ferry one week before it leaves Vladivostok
  • insurance is obligated
  • It is possible to buy insurance in Sakaiminato (possible only for vehicles registered in countries-members of Geneva Convention 1949 on Road Traffic <--- check this! Not all countries are in there! )
  • Enter the vehicle into Japan not by Carnet, but by C5014 form for temporary import (basically a TIP)

That is a nice site. They also have a map for using TIPs but it is pretty empty on details. Both maps have little to none about insurance.
Would be nice to have a clickable map showing all formalities for car/bike but also for persons (registration and stuff)
That is why I'm trying to make such a summary, that I don't forget to do something while on the road. And for example, if I have to pay eco tax in Kyrgystan, that I know they are not ripping me off but it is actually an existing procedure.

As said, we are going without Carnet. Everything TIPs, also for Japan. And I also e-mail with Japanese customs, and you can also end the C5014 form (ending the TIP) in a harbor when shipping the car out again. The form itself is also pretty easy.
But there is one thing, you need to do it (ending the TIP, shipping) before you are leaving Japan yourself.

Hi Lovetheworld

I will write you about Kyrgyzstan, cause I live and do business here.

- Temp. Import is pretty easy and will be given at the border. It's called T6-Form. According to the custom officers mood and your reasons it can be given up to a year first hand. One extension is possible for max. one year more.
- You don't need an insurance here for your car/bike
- no eco tax
- Depending where you from but Schengen citizens is the visa upon arrival 60d
- one more advice: Asking much about your requested information at the border could motivate for money demands without reason. Kyrgyzstan is famous for its corrupt system. Request up front a receit for the demands is a powerful filter. :-)

Thanks for the info. Yes, I was not planning to ask around what I should register or what taxes I should pay
It is just that if some border guy comes with some form of cost, I can distinguish between real things and corrupt ideas.

And the registration kind of things, it is typically one of those things which might not cause issues at all until you leave a country. And even that it probably isn't causing a problem for most travelers.
