Could it be possible that the local travel agents would be eager to get some down-payments on a tour, and might plant some optimistic idea that China (which has just about the strictest covid restrictions at the moement) will suddenly open its land borders?
As far as I know, China is open to citizens and residents only, and even then requires going through a ridiculous 21 day quarantine.
Cross border trade is at a almost standstill between Central Asia and China (goods must be thoroughly disinfected and no person can cross into China as far as I know). If the Chinese don't care to open up for trade, for sure they don't care about a handful of overland tourists.
I would forget making plans about China until it is demonstrably open to cross-border travellers.
