What if my own country does not issue a carnet?

Hi there,

Just asked the automobile association of country (Hong Kong). They don't even know what a "Carnet de Passage" is. So I have no hope getting one in my country.

I found on HUBB's carnet page that the UK RAC "occasionally will be able to help if your own country does NOT issue carnets". But this information was updated in 2008 so I'm not sure it's still the case. Anyway I'll send them an email.

If RAC can't help is there any option left? Is there any organization which issues a carnet for a foreigner and a foreign bike? Africa is part of my plan so I think a carnet is a must for me. Thanks.

Try the german ADAC first, carnet is only around 200 euro and a deposit of €3000 wich you get back after. UK RAC wil rip you off... So any other option is better.

Yes, HKAA can help. It will take around 1 week for the issue of the carnet.

Below is the standard procedure and regulations for applying the FIA/AIT carnet -


1. Applicant must be a HKAA Member (HK$1,480 for a new ordinary member)

2. Applicant must provide a copy of their Hong Kong Identification Card and proper vehicle registration document (VRD) issued by the Hong Kong Transport Department
3. The applicant must also provide a cash deposit with HKAA which is calculated on market value of vehicle and customs duty + sales taxes of the country(ies) to be visited (5% for Japan according to FIA/AIT carnet handbook)
4. Carnet admin fee is HK$1,800 per car
5. If the vehicle owner is a company, please provide original authorization letter of the company to authorize the applicant to use the car in a certain period of time as well as the BR copy.

Membership - help keep us going!

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love. To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.
