There are always MANY different scam reports about rentals in Thailand, yet I have never struck one.
My tip - take many photos of any damage on bike in front of them, BEFORE you go. We have done 3 trips to various parts, with Chiang Mai -Mae Hong Son loop completed two months ago.
No Thai licence, just an Aussie (in our case) + International licence, got us through multiple roadside tourist blitzes & road blocks in many different parts of the country. I enjoy the police interactions strangely  they are friendly & crack me up with their antics.
We have been twice in April - June. Burning season & damn hot too 
Next trip in Nov for us & all should be well
