Right, have heard from a few people that if you get the permission to visit Hanle the local guess houses don't have any interest at all in checking your papers, they just want people to stay so you can stay overnight without a problem. All depends how you feel about regulations....
Getting to Umling La is a matter of chance - if you get stopped you might get turned away, but apparently the checkpoints at that level are much less strict and often won't even stop you, like most of the army checkpoints in Kashmir for instance. Certainly on my last trip the only checkpoints which were really strict were in/out of Ladakh on the route to Kargil and on the Khardung La Road out of Leh to the Nubra valley.
So, if you're happy bending the regulations and won't be drawing attention to your self by doing something daft like flying a drone, then it might well be possible.
And there is a new fuel station in Tangtse which is near Pangong Tso, proper pumps and sell diesel and petrol.
